On Thursday, September 28, 2017, at approximately 2:00 a.m. citizens in the Smith Bay neighborhood stated that they heard the sound of gunshots in the area. The citizens stated that at approximately 8:00 a.m.; they discovered the lifeless body of a black male in the backyard of a residence. The male was identified as twenty-one (21) year old KYJUAN NAUGHTON, who was a member of the Virgin Islands National Guard and was on St. Thomas to assist in the recovery after Hurricanes IRMA and Maria.

On Thursday, September 5, 2018, a citizen came into the Francis Command Police Station in Frederiksted to make a missing person report. Officers then made a welfare check at the victim’s apartment at Mutual Homes Housing Grove Place, where they discovered the body of 29-year-old Akuojo J. Jackman in the apartment’s living room with several gunshots wounds to the body. Officers also discovered that Jackman’s vehicle, a blue Mazda 3, was missing from the parking lot of the victim’s apartment building.
